It's the notion of manual labour not hunger. Hungry people will, manual labourers will.
There are those that want, for various reasons, but they are not hungry nor manual labourers, so they is little will power.
That someone wants to is bound to the occasion, else they would. Being forced to make a change is not will power. There may be a want as a reaction from a forced change
