Of course there is the obvious localisation when a war will devastate an area with he local population suffering from lack of shelter, food and water, not to mention the individual suffering of loss of loved ones and or loss of limbs.
The focus is that an individual may suffer at the hands of another, although their may need to be some element of intent.
The suffering must be measurable or at least notable and hopefully avoidable.
Suffering due to competition may seem unavoidable but in most cases certainly is avoidable. (some examples her may be useful)
Suffering by careless use could be due to the user not being very aware of the impact either as they consider the impact minimal or trivial or that the object of use has little or no sense of suffering (examples)
So whereas we accept boxing fights between suitably matched opponents, we do not place or desire to see a heavy weight beta the shit out of a fly-weight. (The desire element is fundamental to the notion)
So we have a measure to judge abuse, size or mass. Two equally fit individuals or nations may choose to fight. In both cases the fight could be avoided in the latter some parties may suffer disproportionately.
However no matter the weight and size of the opponents an equal level intellectual ability must also exist.
So we have two criteria which can be used assess where use becomes abusive.
